I understand what you're asking - but it can't be done.
First of all - you can't %26quot;unrip%26quot; a file. A %26quot;Ripped%26quot; file is something that was copied from (example) a DVD.
When the person %26quot;Rips%26quot; or copies it, they take the data from a DVD, compress it into a smaller file, and (normally) redistribute it.
You can't change the resolution, because when they compress the file, they essentially change the data of the video file.
If it's a pixellated (Looks %26quot;blocky%26quot;) file, it's because the person who %26quot;ripped%26quot; the file used a poor compression rate, sacrificing the quality of the file for the size.
