If you have the Video in Movie Maker, klick on %26quot;Save to computer%26quot; under %26quot;3. Finish Movie%26quot;.
After entering the filename, klick Next. There klick on the blue %26quot;Further Options...%26quot; link below the first choice box.
Select optimal File size and choose your 16 MB.
